Guangdong: to accelerate the development of construction of wind power, photovoltaic power generatio

On April 23rd, the Guangdong Provincial Energy Bureau, the Guangdong Provincial Department of Ecology and Environment, the Guangdong Provincial Department of Agriculture and Rural Affairs, and the Guangdong Provincial Rural Revitalization Bureau issued a notice on organizing the construction of pilot counties for rural energy revolution, stating that it is necessary to promote the local and nearby development and utilization of renewable energy power generation. Following the principle of both centralized and decentralized development, we will vigorously develop multi energy complementarity and accelerate the construction and development of wind and photovoltaic power generation while protecting the ecology. Fully utilize spatial resources in rural areas and actively promote decentralized development of wind power. In conjunction with the promotion of pilot projects for distributed photovoltaic development on roofs, we encourage the use of new residential community roofs, factory and public building roofs, farmer owned building roofs, and facility agriculture to build a certain proportion of photovoltaic power generation.

We request that the energy regulatory departments of each city, in conjunction with relevant departments, voluntarily organize the selection of no more than one county to apply for pilot counties for rural energy revolution in accordance with relevant national requirements, and organize the preparation of implementation plans for pilot counties for rural energy revolution, Report to the Provincial Energy Bureau before May 10th. To the Development and Reform Commission (Energy Bureau), Department (Bureau) of Ecological Environment, Department (Bureau) of Agriculture and Rural Affairs (Agriculture and Animal Husbandry), and Rural Revitalization Bureau of various provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps:


In order to deeply implement the decisions and deployments of the Party Central Committee and the State Council, increase the construction of clean energy in rural areas, and help comprehensively promote rural revitalization, the National Energy Administration, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, and the National Rural Revitalization Bureau have decided to jointly organize the construction of pilot counties for rural energy revolution. The "Rural Energy Revolution Pilot County Construction Plan" (hereinafter referred to as the "Plan", see Annex 1 for details) is hereby issued to you, and relevant matters are notified as follows.


1、 The energy industry is an important support for rural revitalization. Giving full play to the advantages of distributed and innovative development of renewable energy and accelerating the rural energy revolution are of great significance for ensuring energy security in rural areas, helping to achieve the goal of carbon peak carbon neutrality, and comprehensively promoting rural revitalization. All regions should attach great importance to the construction of rural energy revolution pilot counties, increase organizational and coordination efforts, establish working mechanisms, and ensure that practical results are achieved as soon as possible.


2、 The energy regulatory departments of each province (district, city), in conjunction with relevant departments such as ecological environment, agriculture and rural areas, and rural revitalization, voluntarily organize and select no more than one county with good renewable energy resource endowment, high development potential, clear energy demand, and high enthusiasm from local governments and farmers, especially those with complete and strong support policies, to apply for the pilot county of rural energy revolution.


3、 The energy regulatory departments of each province (district, city), in conjunction with relevant departments, organize pilot areas to scientifically demonstrate and tailor the implementation plan for rural energy revolution pilot counties based on their own economic and social development level and energy resource conditions in accordance with the overall requirements of the Plan. They propose construction goals and content, clarify incentive policies and measures, and conduct preliminary review of the implementation plan (see Annex 2 for the outline of the implementation plan preparation).


4、 The energy regulatory departments of each province (district, city), together with relevant departments, shall submit implementation plans to the National Energy Administration, Ministry of Ecology and Environment, Ministry of Agriculture and Rural Affairs, and National Rural Revitalization Bureau before the end of May 2023. The National Energy Administration takes the lead in entrusting consulting institutions or organizing experts to evaluate the implementation plan. After evaluation, those who meet the conditions for the construction of pilot counties will be announced in batches to carry out the construction of pilot counties.


5、 According to the implementation plan, various regions should create demonstrations and models to promote the rural energy revolution and assist in achieving rural revitalization in accordance with local conditions, legally comply with regulations, coordinate and utilize support policies in various fields, strengthen guidance, coordination, supervision and management, and efficiently and high-quality complete the construction goals and tasks of pilot counties.


6、 The energy regulatory departments of each province (district, city), together with relevant departments, shall report the construction situation of the pilot counties annually according to the requirements of the "Plan". After the construction is completed, they shall promptly organize acceptance and submit a summary report. Those who fail the acceptance inspection shall be ordered to rectify within a specified period of time. Those who fail to rectify shall be disqualified from the pilot program.

1、 Overall requirements

(1) Guiding ideology

  Explore the construction of a distributed low-carbon comprehensive energy network with multiple complementary energy sources, enhance the supply capacity and consumption level of clean energy, meet the growing demand for clean energy for rural economic and social development and people's better lives, and organically combine the production, consumption, and development of clean energy in rural areas to strengthen the village economy, build livable, suitable for work, and beautiful rural areas. In order to improve the rural ecological environment, comprehensively promote rural revitalization Accelerate the modernization of agriculture and rural areas to provide strong support.


(2) Working principles

Complementary abilities and pursuit of practical results. Strengthen the overall coordination and connection with rural revitalization strategic planning, agricultural and rural modernization planning, renewable energy planning, and power development planning, reasonably plan the development of various types of renewable energy, strengthen rural power grid construction, promote complementary and coordinated development of multiple energy sources in regions, improve energy quality, and reduce energy costs.


Adapt to local conditions and innovate in multiple ways. Based on the characteristics and advantages of energy resources in various regions, fully tap into the potential of local rural energy resources, coordinate actual operation and sustainable development, innovate development and utilization models according to local conditions, ensure the sustainable and healthy operation of projects, and meet the energy needs of rural areas.

Pilot first and gradually promote. Actively and steadily promote pilot construction, improve the renewable energy supply system, encourage and guide renewable energy consumption, and gradually achieve market-oriented and commercial promotion and application based on the principles of replicability, promotion, evaluation, and easy assessment.


Ecological priority and green development. Coordinate the rural energy revolution and the improvement of living environment, promote the synergistic effect of pollution reduction and carbon reduction, fully consider the adverse factors of climate change, strengthen project site selection and route selection, implement ecological environment zoning control requirements, actively avoid environmentally sensitive areas such as ecological protection red lines, coordinate the relationship between natural ecological space, rural scenery, and new energy facility construction, take effective pollution prevention and ecological protection measures, and promote green development.


(3) Main objectives

By 2025, renewable energy in pilot counties will account for more than 30% of the total consumption of primary energy and more than 60% of the incremental consumption of primary energy. The new models and formats of renewable energy have been widely developed, and the on-site consumption capacity has been significantly improved. The construction of the new power system distribution network has achieved significant results, and the non electric utilization has been diversified and scaled up. Pilot counties in key areas for national air pollution prevention and control have achieved basic zero clearing of cooking, heating, and agricultural loose coal in plain areas. Pilot counties in other regions have formulated plans for cooking, heating, and agricultural loose coal clearing in plain areas and organized their implementation in an orderly manner. Driven by the renewable energy industry economy to increase farmers' income, a safe and reliable rural energy supply, consumption, technology system, and management system with clean energy as the main focus has been basically formed.


2、 Key Tasks

(1) Promote the revolution in rural energy supply and establish a diversified renewable energy supply system

Promote the local and nearby development and utilization of renewable energy power generation. Following the principle of both centralized and decentralized development, we will vigorously develop multi energy complementarity and accelerate the construction and development of wind and photovoltaic power generation while protecting the ecology. Fully utilize spatial resources in rural areas and actively promote decentralized development of wind power. In conjunction with the promotion of pilot projects for distributed photovoltaic development on roofs, we encourage the use of new residential community roofs, factory and public building roofs, farmer owned building roofs, and facility agriculture to build a certain proportion of photovoltaic power generation. Reasonably layout biomass power generation projects according to local conditions, effectively handle various types of organic waste, and support the sustainable and stable supply of green electricity in pilot counties.


Accelerate the development of renewable energy sources other than electricity. Promote geothermal energy, solar energy and biomass energy clean heating according to local conditions. Biomass energy clean heating in plain areas of pilot counties in key areas of national air pollution prevention and control should adopt central heating modes such as cogeneration and large biomass boilers, orderly promote the safe and reliable replacement of bulk coal with renewable energy, and promote clean heating and clean energy use in rural areas. Explore the development of bio natural gas projects in areas with abundant organic waste and high demand for gas, and form diversified application models such as natural gas for pipeline networks, vehicle gas, and boiler fuel. In areas with abundant biomass resources, pilot demonstrations of cellulose fuel ethanol should be carried out according to local conditions.

Explore the construction of rural energy stations. Relying on grassroots power grids, agricultural machinery service outlets, manufacturing enterprise maintenance outlets, rural biogas service outlets, biomass heating service stations, etc., we will build rural energy stations with capabilities such as distributed renewable energy diagnosis and maintenance, electric vehicle charging and replacement services, biomass "storage and transportation" and formed fuel processing, biomass boilers and geothermal heating, rural energy conservation and technology promotion services, and cultivate a professional service team, Promote the intensive development and efficient operation and management of renewable energy resources, improve the public supply and service capacity of rural energy, and reduce the cost of rural energy use. Combining urbanization construction with county towns as an important carrier, we will promote the extension of urban clean heating and power supply infrastructure to rural areas.


(2) Promote the revolution in rural energy consumption and achieve clean and efficient energy use in counties

Accelerate the promotion of electricity substitution. Actively promote the electrification of agriculture and rural areas, strengthen the electrification transformation of agricultural production and processing fields such as agricultural planting, breeding, agricultural product processing, and agricultural greenhouses, and accelerate the improvement of the electrification level of daily energy consumption such as cooking and heating in rural areas. Deepen the electrification of transportation, encourage and accelerate the electrification of public transportation vehicles, promote household new energy electric vehicles, and ensure the construction of electric vehicle charging and swapping infrastructure.


Consolidate and improve rural power grids. Focusing on weak areas and problem areas of rural power grids, we will deepen the implementation of the rural power grid consolidation and improvement project, increase investment in rural power grid infrastructure, strengthen grid structure, promote equipment upgrading and distribution automation application, strengthen power supply reliability and power quality management, improve the fault quick repair motor system, promote the integration and equalization of urban and rural services, and enhance the power supply guarantee and service capabilities of rural power grids. Steadily promote the digital and intelligent transformation and development of rural power grids, promote flexible access to distributed renewable energy and diversified loads, and enhance the carrying capacity of distributed renewable energy in rural power grids.


Explore the expansion of the direct application scale of renewable energy terminals. Encourage the integration of new energy power generation with public infrastructure such as rural streetlights and activity centers. Support the development and construction of distributed new energy projects in industrial parks, modern agricultural industrial parks, agricultural product processing bases, etc. that meet the conditions, combined with the integration of microgrids and source networks, to promote the direct supply of green electricity. In areas with conditions, combining local resources and energy consumption characteristics, taking villages and towns as units, we will comprehensively utilize new energy and various energy technologies, and build a highly self-sufficient new energy micro energy network mainly composed of wind, light, and biomass, supplemented by energy storage and natural gas.


(3) Promote the technological revolution of rural energy and improve the level of smart energy use in rural areas

Promote the innovative application of distributed energy technology. Strengthen the research and application of technologies suitable for rural application scenarios, such as wind power generation, high-efficiency photovoltaic power generation, new energy grid connection and operation control, clean and efficient biomass energy heating and gas supply. Reduce the drilling cost of geothermal energy, improve the heat exchange efficiency, and improve the operation stability. Fully utilize emerging technologies such as cloud computing, big data, the Internet of Things, mobile internet, and artificial intelligence to explore new models of intelligent and shared rural renewable energy production and consumption.


Explore the construction of a new rural energy network. Explore the construction of an intelligent distribution network that meets the needs of large-scale distributed renewable energy grid connection and diversified loads, enhance flexible open access capabilities, flexible control capabilities, disturbance resistance capabilities, and climate disaster resistance capabilities, enhance local power system power supply support capabilities, flexible energy-saving capabilities, and local and nearby balance capabilities, build a hub platform for clean energy conversion, transmission, and utilization, and gradually achieve a high proportion of clean energy power supply within the county. On the premise of not increasing the energy burden on residents, relying on energy networks such as power grids, gas pipelines, and heating pipelines, integrating advanced energy technologies such as renewable energy, energy storage, and flexible networks, as well as interconnection and communication technologies, we will innovate and promote the efficient and flexible access of distributed renewable energy and the integration of production and consumption, and explore the construction of a regional comprehensive energy system that integrates electricity, gas, cooling, and heating supply.


(4) Promoting the Revolution of Rural Energy System and Improving the Universal Service Level of Clean Energy

Deepen the reform of "streamlining management and improving service" in the energy sector and optimize the business environment. Intensify the reform of streamlining administration and delegating power in the field of renewable energy, optimize the approval services for enterprises, simplify the approval (filing) procedures for new energy projects, promote the approval (filing) of grid source, load and storage packaging within microgrids, and strengthen the connection between project initiation and planning, land use, electricity use, water use and other construction conditions. Promote grid enterprises to provide renewable energy grid connection and consumption services, explore the establishment of a one-stop service platform for new energy project grid connection, provide information such as available access points, accessible capacity, and technical specifications for new energy projects, accelerate the full process of online processing for new energy project grid connection, significantly reduce grid connection time, and reduce business processes and costs.


Explore the establishment of a sharing mechanism for rural energy development. Coordinate the rural energy revolution and the development of rural collective economy, innovate new energy investment and construction models and land use mechanisms, encourage local governments to use existing collective land in accordance with the actual situation and participate in the integration and co construction of new energy projects through mechanisms such as pricing, equity, and profit sharing. encourage
